The panel from KDE 3 was completely rewritten in KDE 4, and since I
don't think this issues is going to get fixed for KDE 3, I am going to
close this report as won't fix.
Hopefully the new applet works better ;-)

Can reproduce this. When kweather is first added to transparent panel it is
transparent. Reboot or Log out/in and it's back to a grey background.
