On a DELL E6530 (Ethernet Intel Corporation 82579LM Gigabit Network card).
After an update from quantal to raring I've the wired connection.

As a workaround we can use powertop. Using this tool as root (sudo
powertop), go the "Tunables" tab using left/right keys and toggle the
correct entry, in my case it was "Runtime PM for PCI Device Intel
Corp

Same issue with Dell E6410, when the power cable is removed and I want
to plug the ethernet cable nothing is detected.
But if I remove the power cable while the ethernet cable is plugged the
connection status is not lost
