Public bug reported:

I am using Ubuntu 12.10, attempting to run netkit-ntalk version 0.17-15.

In trying to solve a different issue with this program (listed at the
end), I came upon a suggestion to download the source and compile it
myself then install from that. I've compiled it fine,  but when I run
sudo checkinstall I get this error:

install: target `/usr/man/man1/' is not a directory: No such file or
directory

As far as I can tell this directory hasn't been used since Ubuntu 8.04,
and is currently (as of 12.10) located at /usr/share/man/man1/ instead.

Unrelated to that error (I assume), whenever I try to run 'talk' I get
this error:

[ Error on write to talk daemon: Operation not permitted. Press any
key... ]

I cannot find any pages on Google that describe this error or any
possible solutions.
