Shrinking workarea on secondary screen without keyboard

Struts weren't set up correctly at some point, this I believe has since been
fixed. Onboard 0.99.0 in my tests only shrinks the work area of the primary
monitor.
I'll close this bug for now. Marius, please reopen it, if you still see this
happening in 0.99.0.

Testing with Onboard trunk this doesn't seem to happen anymore. There have been
a couple of multi-monitor fixes since Raring's 0.99.0~alpha1, this particular
one might be solved. Please try the latest version from our PPA.
