I managed to get things working with the following workaround:
cd /usr/share/gtk-doc/html
sudo mv gtk gtk2
sudo mv gdk gdk2
devhelp seems to be looking for a file using the scheme
.devhelp inside /.
The bug should probably be assigned the the gtk+2.0 source package.

Though I don't understand what you ask.
DevHelp just doesn't show the GTK+2 book, only GTK+3, it doesn't crash and
there isn't a backtrace :-/.
If you install libgtk2.0-doc 2.24.17-0ubuntu2 in Ubuntu Raring does it show in
DevHelp 3.6.1-0ubuntu1 or is it
