I have just made an embarrassing discovery.
I replaced the mouse and solved the problem. Sure wish I had thought of
that earlier, it would have saved a lot of trouble.
It is very bizarre for a new mouse to intermittently send a double click
signal for a physical single click.

On the nVidia machine, Ubuntu 13.10 beta 14-may-2013 liveDVD has the
same problem.
Excluding physical removal of the nVidia graphics card which would
"resolve" the problem, do you have a workaround?

Single clicking to make a VISA payment on my bank site actually double
clicked and generated a duplicate order.
Fortunately, the system asked me if I really wanted to do that and
declined.
This issue needs an URGENT fix.

Exiting an email in gmail using chromium can result in checking all
emails in the inbox depending on mouse placement.
This is reproducible and very scary.
An accidental click on delete sends your entire inbox to trash.

In gmail with chromium browser, I am not getting proper mouse response.
For example, yellow starring an email required several clicks before
taking effect. This is reproducible.
Could you please change the importance to sky high. The GUI experience
of Ubuntu no longer works.
