I have no idea how to do that. sudo apt-get upstream-kernel?
And will this change the functionality of my daily-use machine?
FYI, I am just now having problems with getting a USB thumb drive to be
recognized as well. So it may not be the modem but rather the USB
interaction.

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.10 kernel[0].
If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

I have changed the status to confirmed, even though I cannot run
"apport-collect 1179375". There are some libraries or something missing
and it doesn't work.

To add: it doesn't even get recognized on reboot sometimes. It is
unpredictable. And really annoying. Sorry I don't know what package
this is. Based on a quick skim of the bot-recommended wiki page, it is
probably the kernel or maybe network-manager.

FWIW, I have tested this with Huawei modems provided by both Safaricom
and Orange, in Kenya.
