Note that I'm not talking about the account list in my case, it's the settings
of each individual account (see screenshot).
I also noticed that a system reboot can sometimes cause the settings to be
shown, but 9 times out of 10 the settings do not.

Same issue on 13.04 with Gnome Shell. After adding a Google account, the
account list remains empty. Notice that in Gnome Shell the Online
accounts item in System settings is duplicated : the Unity item is
still there (and seems to work) but the Gnome one is there and does not
work.

The issue was present before and after I updated the packages available
in the gnome3 PPA.
