The incorrect translation 锁屏 was made some time after 12.04 was released, it is
now corrected to 亮度和锁屏:

@Anthony, thank you for your information, however that is another
issue in my bug description. Although the translation of gnome-control-
center itself is correct we found it locale data is not built into the
packages.
When I build gnome-control-center with debuild in my box I can find the
locale
