ok, so i went through the synaptic list again... to try and find the right applet and i found gnome-status-applet (installed) version 2.28.0, which coincides with the About information. So obviously this is not the correct applet. So I unistalled this, but lo and behold, after a restart the

[SOLVED] the problem was not really a bug, but finding the solution took up several hours of research which didn't get me anywhere. finally, i just blank mindedly right clicked the gnome panel, clicked add to panel selected notification area, and VOILA! the sought after icon appeared. that was
