Public bug reported:

Update manager fails while fetching new packages -- specifically stating
it is unable to install the xubuntu-desktop package.  After doing bug
report the upgrade process wants to continue with the upgrade.  Not
really comfortable with an upgrade process continuing without a critical
package.
