Public bug reported:

It is now necessary to click the icon and then click it again in order
to raise an application to the front. If the application has multiple
(grouped) windows, at that point the selection screen between the
windows appears. Otherwise, it is not possible to change applications
from the dock at all. It is now necessary to minimize windows until I
find the app I want, if it does not have multiple windows open.
