Public bug reported:

Binary package hint: xen-tools

The default config when installing xen-tools points kernel and initrd to
files that are not available.

Current default /etc/xen-tools/xen-tools.conf settings:
kernel = /boot/vmlinuz-2.6.16-2-xen-686
initrd = /boot/initrd.img-2.6.16-2-xen-686

Working configuration (might not be the best option)
initrd = /boot/initrd.img-2.6.19-4-generic
kernel = /boot/vmlinuz-2.6.19-4-generic

Error Message after 'xm create'
Using config file "/etc/xen/test.cfg".
