I can confirm this issue. I think this is a bug more than a wish list,
for the following reasons:
1. The Next button should be disabled unless the checkbox for accepting the
license is ticked. Only Back and Cancel should be enabled by default. (Even the

I agree with your suggestion. I've seen a few people bitten by bugs
caused by this effect. This is really a wishlist item but I don't have
the appropriate permissions on launchpad to set it as such.
