Public bug reported:

Starting from a few minutes ago, the desktop behaves as if the only usable area 
for icons was about 200-250 px wide.
If I try to drag an icon and drop it outside of that area (i.e., more to the 
right than that imaginary nonsense line), it sticks to within that area.

I am using an external monitor on a laptop, and occasionally
connect/disconnect it and switch between the external and builtin
screen, the former being wider. But needless to say, both are a lot
wider than 250 px.

Wow, switching monitors forth and back has made the issue go away.
