I've got version 1.5.0.12-0ubuntu0.7.04 from the feisty repos here.
Although the password dialog is not part of the wizard, i am not asked
if i want to start downloading mail, but the wizard ends and the
password dialog opens immediately.
Anyway - that's not my main point. It is that Thunderbird

Although, I can't reproduce this problem with Thunderbird 2.0
(20070513). The wizard doesn't ask me for any password, and on the last
steep it provides the possibility to select if you want to start
downloading mails or not.
