Can't ubuntu wrap a startup script around Ardour so that the ubuntu
version starts the JACK server or makes sure it is running? That would
fix the problem.

This is already fixed upstream in 2.0-ongoing SVN.
Ardour now allows to setup and launch jack if it's not already running.
Attached is a screenshot of the new pane.

Its not a bug it's simply how Ardour is works. You must start the JACK
sound server 1st. If you would like this to work another way please
report this as a bug to Ardour upstream. http://tracker.ardour.org

Of course it is a bug.
It's all about convenience!
If you require the user to start jackd, it's only a small step to have
them write a small shell script to do this, set this environment variable
to do that ... and finally there is a big mess and nobody uses it.

Jack must be started before starting Ardour It is not when starting
ardour that jack has to be started. So maybe we can't consider it is a
bug.
