Seems that this is the problem in kde-window-manager package:
$ aptitude show kde-window-manager
Breaks: kde-style-bespin ( 0.r1552-1+), kde-style-bespin ( 0.r1552-1+),
kde-style-skulpture, kde-style-skulpture, kde-window-manager-common (
4:4.8.2a-0ubuntu2~), kde-window-manager-common (
This issue is still active with KDE 4.11 Release too. Also I contact
about this problem with author of this theme, and it answer that this
issue is in packaging, not in the theme.

Same problem is reproduced on Kubuntu 13.10 Alpha2 when booting from cd:
$ sudo apt-get install kde-style-skulpture
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following extra packages will be installed:
kde-style-oxygen
Installing package with ignore dependencies solves the problem for me:
$ dpkg -i --ignore-depends=kde-window-manager ./kde-style-skulpture.deb
After this theme works well on all applications.
So this is issue with packaging, not with theme source.
