I tried the linux-
image-3.10.0-999-generic_3.10.0-999.201307100434_amd64.deb kernel and
the issue still exists. I also have not seen any feedback to my
confirming the issue on the linux-netdev mailing list.

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v3.10 kernel[0].
