Public bug reported:

Just reboot with 'adb reboot', and you'll noticed that sometimes it
boots with a default wlan mac address, instead of the real one available
in the phone.

Wrong mac:

Correct mac:

Putting the interface down/up makes it get the right mac address when
the default is used, so this might be a race between driver, firmware
and network manager.
