Public bug reported: This manifests most in Chrome for me. I fling-scroll a page to the top, it reaches the top, then I press Ctrl and the page will zoom in suddenly. I think the fling momentum is not being damped when the page reaches the top. I would expect the momentum to be damped in the same way as the page is when it reaches the top.
