@kilburna, does /usr/lib64/python2.7/site-packages/openerp/import_xml.rng
exist? Looks like a PATH or packaging problem to me.

with openerp-7.0-20130818-231031.tar.gz
What tar file did you use and are you using Postgres 9.2
