It *was* seen previously on fresh/restarts & shutdowns. Currently shutdowns are
ok
As far as fresh & restarts, appears directly before the greeter screen for 1-2
seconds or so, sometimes 'bleeds into the greeter for a moment.

If you mean "starts" rather than "restarts" (i.e. there is no shutdown
involved) then that's what this bug should be about.
I'm only talking about shutdowns, per duplicate bug 1218724.

Can't really confirm on only current available nouveau machine (8600m
shutdowns - clean
restarts - a quick flash, hardly noticeable on the exit end however still
happening for 1.5 -2 sec on the start up side right before the greeter loads.
