KMix reset Event Sounds to zero during upgrade from Kubuntu 13.04 to
13.10. Clicking the KMix icon in the System Tray and increasing with
volume slider brought event sounds back.

Check your settings - You could enable the login/out sounds : KDE System
Settings > Application and System Settings > Manage Notifications > KDE
