linux-lts-raring do exist on launchpad, but it's not (and can't be) installed
on a fresh installed 12.04.3 system,

You are meant to be able to report bugs against _binary_ package names.
ubuntu-bug linux is a convenience so we so not have to show users how to
work out what they binary linux-image-* package actually is at the time
they file the bug. In all cases we want ubuntu-bug linux to do the
right thing,
You either installed 12.04.3 from scratch or opted into upgrading to the
backported raring kernel. https://launchpad.net/ubuntu/+source/linux-
lts-raring indeed exists, so if you are running that kernel then apport
is correct in filing bug reports against that instead of linux.
