(2:2.21.6-0ubuntu4.3~precise1) - it fixed the Xv video output on my
Haswell and eg. the gstreamer-propeties test.

Status:
This is not just a problem for skype, if you open gstreamer-properties
and test video with the default Autodetect setting, it will also display
green
