Some information to breathing led: 1. There is a patent on this behaviour (i.e. http://www.google.com/patents/US6658577), and some may not want to implement it. 2. It is usually implement by EC by detecting hardware pins. For example, SLP_S3#, SLP_S4# and perhaps others:
