So it is because the new intel pstate driver is activated with the new
kernel by default. This driver only has performance and powersave
sett
I confirm that when upgraded to saucy, the problem disappear.
However, when installing kernel 3.12, I still experience this issue.

After upgrade to saucy, this problem seems to be fixed, but not at all
my installations, I could not discover why. Same kernel, sources and
indicator version. An indicator-cpuf purge and reinstallation could not
fix this issue.

same problem here, I upgraded from kernel 3.9.9 to 3.10.10

Only powersave and performance at the indicator menu.
