This symptom also exists for the music scope, which I assume is the same
issue since album art images are not yet locally cached, which they
should be.

This will affect every scope that talks to the network (like weather,
click, remote videos, etc), so after discussing with saviq, mhr3 and
pstolowski we concluded that it should be fixed on the dash instead.

Also, scopes may not be running any longer when the connection is
restored, so in that case it would be up to the dash to refresh the
query as well.
