I was always able to create keys in virtual machines or servers. It sometimes needs some time to collect the necessary entropy. Just be patient. You might also try batch key generation. This is not a bug. One might call it maybe a limitation. -- gpg --gen-key fails on server Not enough random

This is the kind of issue that you are better off reporting upstream. Within Ubuntu there are not resources to re-engineer the way applications work. If this is an important issue to you, I'd suggest reporting it to the gnupg developers. In the meantime, the work around would be to generate the
