At this point we could just depend on libpulse0 as no supported version
of Ubuntu has an older than 1:0.99.1 anyway.
And more to the point I believe apt considers epoch 1:* > anything
without the epoch, so that or statement is basically equivalent to just
>= 0.99.1.

Yes, it's a big problem with wine on Debian. I really hope that Ubuntu-
wine maintainers will regret poor users, and will consider possibility
to add alternative versioning dependency along with the main one.
