Still happens with mir (enabled it by running touch
/home/phablet/.display-mir; sudo reboot)
It seems the notification is stealing the focus from the app.

you can actually reproduce this bug without a sim card.
simply install the inotify-tools package, log as phablet and type: notify-send
test

This actually occurs in all apps other than the shell. If you are
focused on input field and osk is showing when notifciation occurs the
osk will be hidden. This happens in browser, messaging, notes, address
book and probably others.
Must be a system wide thing in the shell or window stacking.
