required an additional patch to fix the issue

Thanks, that confirms my earlier guess. I've managed to reproduce the
scenario locally in a way that openstack would definitely hit. Basically
concurrent use of virDomainCreate and virNWFilter{Define,Undefine} is
racey and unsafe as it stands. I'm working on a fix.
