Public bug reported:

SInce I've upgraded to 13.04 I've had to wait more that usual before
complete shutdown. There are a lot of similar reports about network-
manager, but nothing helped and I've pinpointed the issue to the line in
/etc/init.d/umountnfs.sh with

initctl --quiet emit unmounted-remote-filesystems

I've added

        echo "umountnfs: initctl --quiet emit unmounted-remote-filesystems"
        initctl --quiet emit unmounted-remote-filesystems
        echo "umountnfs: finished"

and I see the last one only after 10 seconds of waiting.
