Public bug reported:
On Lubuntu 13.10, right click on "Desktop Pager" applet in lxpanel and
choose "Desktop Pager Settings" does nothing. We can notice the same
behavior by clicking on "Edit" button for Desktop Pager in Panel
Settings, "Panel Applets" tab.
The expected behavior is that Openbox Configuration Manager opens on the
"Desktops" tab.
