This is still an issue in a fresh install of Lubuntu 15.04.
That is the not being able to add a desktop by right
clicking "Desktop Pager" in system tray applet in lxpane .
By middle clicking the Desktop you

I can confirm this on a new install today.
Desktop pager settings do nothing.
There are two desktops as deafault, how do I increase to 4 or more
manually?
