Sounds a lot like bug 1235162 which was fixed yesterday. Can you please
try with udev 204-0ubuntu16 and check if it's working now?

aha, look at HWaddr under precise and saucy. seems saucy udev isn't
honoring /etc/udev/rules.d/70-persistent-net.rules.
i'd reassign to udev, but perhaps someone else has permission to do
that..
