Public bug reported:

The updater suggests bad repositories or packages, but after removing
all non-Ubuntu repositories and almost all packages from them (found by
aptitude search ~o), the problem remains (and the messages in /var/log
/dist-upgrade/main.log and /var/log/dist-upgrade/apt.log do not seem to
suggest that the remaining two packages are involved in the problem).
