I found a solution to this bug, please see my post here:

In short, you need to enable the UVC_QUIRK_PROBE_DEF quirk by following
these steps:
1. Unplug your webcam
2. Unload the uvcvideo module (sudo rmmod uvcvideo)
3. Reload the module
I checked and Linux Mint 16 Live USB does NOT have this problem:

And for completeness, uname -r for Linux Mint 17 (where it does not work),
shows the kernel version as:
3.13.0-24-generic
I hope this helps, please let me know if you would like me to try
something else. It appears that the bug appeared sometime between
kernel version:
3.11.0-12-generic
