Just the old drag and drop routine. Position pointer over desktop
icon, left click and hold down then move to another position on the
desktop.

you get errors when doing that? that's very weird ... does it happen in
a guest session as well or only for your user?

Cannot manually
I'm the only user so cannot comment on the Guest Session question as
none are set up. Some shortcuts do not exhibit this problem. The
Home icon, for example, can be moved around freely. From the error
message I described it appears the operation is trying to copy root (/).
I have another machine
Don't know if this matters but the file type of the offenders is HTML
document (text/html). The non offenders have different and varied file
types.
