Public bug reported:

I upgraded from Ubuntu 13.04 to the latest release 13.10 then (may be the same 
day or the next one) I found that Ubuntu does not load properly.
I was using cinnamon desktop environment before the upgrade but I had issues so 
I switched to Compiz (immediately).
I was using  (in most cases) hibernate to turn off my computer.
I made a wild guess and stopped using hibernate to check if it resolves the 
problem (but it does not).

Below are the symptoms:
1:Currently when I turn on my computer initial bios screen shows up then Ubuntu 
starts loading (actually Ubuntu image with moving dots is not shown - the 
problem should be before it shows up). Then black screen (monitor going to 
sleep)  occurs and Ubuntu does not load.

2:Sometimes there is high fan activity (of the case/PSU but not the CPU,
or may be sometimes the CPU, not sure but in most cases not the CPU
fan). Sometimes there is no high fan activity.

3:There is no HDD activity during this black screens (in all cases).

4: I'm unable to reset my computer from the reset button (this is pretty
strange - I can't believe a software issue can do this but as I remember
there is an option in WinXP to make the OS ask the user what to do if he
press the the reset or sleep buttons on the keyboard). The only option
is to unplug the power.

Below is the output of all the commands requested:

1) cat /proc/version_signature > version.log
2) sudo lspci -vnvn > lspci-vnvn.log

Both of the above return nothing.

The problem appear for several weeks now (I upgraded very shortly) after
the release of the new Ubuntu).

BTW the issue looks like a hardware issue but my computer is only 10
months old and it's pretty strange that after upgrading (with may be
just one day difference) I experienced the problem for the first time.

In addition I also tried to set first boot device as CD and put some bootable 
broken XP just to slow down the things and check if it is a hardware issue or 
not - every time the computer spin the cd asked me to boot (I ignored pressing 
any key) and then boot normally (this is kind of a workaround.
Note that after one failed boot, the second (after unplug power) is in most 
cases ok/successful so this is how I'm writing you this report (if you are 
wondering).
Sometimes it also happens that Ubuntu shows the advanced boot menu (with 
recovery, memtest etc.) then I click on normal and then it fails with black 
screen.

It's really strange issue to me and most of the commands suggested to execute 
returned nothing.
I'll be glad to hear a solution from you. I guess I could provide you more 
information for an investigation but I'm not sure for what package it should be.

PS: I remember some strange message that a vector is used by some other
CPU or something like this and message that it's probably a firmware
bug. This was in console during hibernation (after the shutdown splash)
but I don't use it any more. If you consider it helpful I'll hibernate
and capture it with a camera (I guess they are also printed during
shutdown but it's pretty fast and I can not see them).
