No minimize/
If you havn't got the "Tweak Tool" installed, you can find it in the
software center (think it's named Gnome Tweak Tool).
After it is installed, open it, and choose "Windows" in the left menu.
There you can activate maximize and minimize at the bottom.

I am afraid this is not a bug and you didn't mention whether you have
tried to 'add' or 'enable' these buttons or not :)
Could you please go to System Tweak and try to add these two buttons?
