being wasted.

erm, the plan was to *only* scale if the window exceeds the vertical
space of the display, how else would you make sure it fits on the screen
... we cant modify the Mir resolution inside the image dynamically ...

oh, and scale is the only way to do this properly since we have to work
with fixed resolutions ... (the default theme simply uses the scale
value dynamically, it does not adjust the resolution either as that
would break the theming which is working based on hardcoded pixel values
applied against th

I don't think scaling the ui really addresses my concern. I don't want
the phone ui rendered at some strange scale, I just want the window
decorations to not take up unnecessary vertical space.
