Toolbar
I can confirm this is a bug in the UITK. I’m attaching a standalone QML
example that highlights the issue: when using an Item inside a MainView
together with a custom Panel, an empty toolbar is automatically added.
Changing the Item to be a Page doesn’t exhibit this buggy behaviour.

I’m suspecting that the empty toolbar we’re seeing is being displayed by
the MainView on top of the custom Panel the webapps container defines.

Looks like this regression was introduced by the workaround for bug
#1270848. If I revert this specific change (it’s a one-liner), the
regression goes away.
