Guidance Power Manager has been removed from Kubuntu 10.04 and onwards
since it is unmaintained. Unfortunately, this means that no new features
or bugfixes will be made.

Here is another way to disable guidance-power-manager with the advantage
of being user-specific and surviving an update of the kde-guidance-
powermanager package:
test -d $HOME/.kde/share/autostart || mkdir -p $HOME/.kde/share/autostart
cp /usr/share/autostart/guidance-power-manager.desktop
$HOME

Powermanager is started through this file:
/usr/share/autostart/guidance-power-manager.desktop
I agree that this should be made configurable. For now, it is easiest to
just remove "kde-guidance-powermanager" package completely if you do not
use it.
