Bluetooth setting page has a spinner when the BT is turned off.
Steps to reproduce:
1. Open indicator-bluetooth and turn off bluetooth
2. Open the settings app
3.
I would like to suggest raising priority to Medium, because it impacts user
experience and was also reported by commercial partner.
