in cinnamon-l10n package
from version 3.6 there is also cinnamon-settings-daemon (added today)

Nemo translations are still missing, even on 16.10. According to the
README in the upstream's translation folder the translation sources must
be downloaded from Launchpad:

I remember I have translated (German) some of these, but the strings are
still in
