This works for me:
dm-tool lock
Edit the File: ~/.config/openbox/lubuntu-rc.xml (line to be changed added for
clarity)

commanddm-tool lock/command

I have experienced the same issue in Lubuntu 14.04
To fix the issue I did the following:
1. Opened the /.config/openbox/lubuntu-rc.xml file
2. Changed line 423 from commandlxsession-default lock/command to
commanddm-tool lock/command
Looks like the same fix a few others did too.

This is not an issue with the Openbox keyboard shortcut. Running the
command lxsession-default -lock does not lock the screen, despite
sending the lock command to the session manager through dbus.
$ lxsession-default lock
lock
Launching lock manager
From dbus-monitor
method call sender=:1.40 -
light-locker shows the lock screen but you can bypass it by pressing
CTRL-ALT-F7, and the session is unlocked with no password asked.

Also in 13.10 it uses:
commandxscreensaver-command -lock/command
but xscreensaver is not installed and it should be using lightdm,
preferably lxlock which ranks locking programs by preference.

also running the command lxsession-default lock
prints
lock
Launching lock manager
but the screen does not lock
A possible workaround for getting a locked screen on control alt l is to
make the keybinding in ~/.config/openbox
!-- Lock the screen on Ctrl + Alt + l--
keybind key=C-A-l
still alive at todays image. pls, check bug.txt.
