It's covered by this bug in the sense that if Wi-Fi is on (as it should be by default), you aren't connected, and you're in an environment where APs are available, eventually you'll get the prompt. That doesn't cover the case where you're *never* in an environment where APs are available, so you o

One other issue that I originally thought was covered by this bug is: If Wi-Fi is enabled on a Touch device, but the device has never been connected to an AP, unlike Bluetooth there's no indication on the panel that Wi-Fi is on. The only way to tell is by opening the network menu. This could lead
