Public bug reported:

In order to ship a preinstalled click package in a custom tarball, the
clicks must be installed to /custom/click.  Currently, there's no
straightforward way to add a click into a custom tarball, as running
'click install --root=path/to/customtarball/source/custom/click
clickpkg' makes the symlinks point to that full path, whereas on the
system they need to point to just /custom/click
